
CALFED Bay-Delta
Program

Of current interest throughout the state is the ongoing CALFED process which is addressing water quality and ecosystem
issues in the Bay-Delta. Through this process we want to get out the message that the
positive outcomes of the Mono Lake decision can also come
from a decision by the State and Federal government to
invest in conservation, water recycling, and better,
local water management in Southern California.

Martha Davis is participating in one of the CALFED
advisory groups and will keep an eye out for Mono Lake
connections.
Executive Director for Policy Frances Spivy-Weber and MLC
Board Member Rich Atwater served on the Advisory Drought
Planning Panel. The panel, chaired by Tom Hannigan, Director of Water
Resources, was mandated by the CALFED Bay-Delta framework water action
plan. The panel was charged with preparing a drought contingency plan to
reduce the impacts of critical water shortages and identify potential
funding sources. This plan was submitted to the Governor by
December 2000.
August 25, 2000 is the date the CalFed Record of Decision (ROD) was released by the Federal and State government. Using our grant to work with
the Environmental Water Caucus, MLC Executive Director Frances Spivy-Weber
was working to get the following items
incorporated into the ROD:
- A requirement that those who receive water from the State Water
Project must implement cost effective water use efficiency measures
(conservation, water reclamation).
- Inclusion of environmental justice issues (community group
jobs/training associated with the CalFed, contaminated fish...).
- Assurance that the environment will get water equal to the
assurances given to farmers.
- A reliable source of funding for ecosystem restoration.
