PETITION Dear Secretary Salas, As someone who cares about Mono Lake, its tributary streams, and all the Mono Basin, I am signing below to urge you to adopt the Offer of Settlement on the Lundy Hydroelectric Project (P-1390) submitted in February 2005. The collaborative, multi-stakeholder settlement offers a resolution to the 24-year process of relicensing the Lundy Hydropower plant. It is testament to the commitment of the settling parties that a stakeholder solution has been found to this complex matter. The settlement addresses environmental and hydropower needs without affecting water rights, it is consistent with the management plans in place for the Mono Basin, and it addresses the concerns raised before FERC over the course of this relicensing. I am enthusiastic about the recovering health of Mono Lake, thanks to the California State Water Board order in 1994 moderating Los Angeles’s water diversions without harm to the city. I am excited to see the restoration of the fishery, streamside forest, and wildlife habitat now underway on the lake’s two largest tributaries. I am also pleased to see waterfowl habitat recovering at the lake and stream deltas. These environmental successes were reached through balanced solutions such as those offered in the Lundy Hydropower settlement, and I urge you to make FERC a part of the Mono Basin’s history of positive solutions to difficult problems. Please accept my support of the settlement as my official comment on this matter. Thank you for your consideration. |
